1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue No. 687 of September 30, 2006.
2. The Socialist Republic of Vietnam has received a credit from the International Development Association toward the cost of Vietnam Information and Communication Technology (ICT) Development Project – Hanoi subproject, and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this Package HAN5: Data Center.
3. Hanoi Implementation Unit (Hanoi PIU) serves as the implementing agency for the Hanoi sub-project and now invites sealed bids from eligible Bidders for supply, installation, pilot, operation, maintenance, training and technology transference of Hanoi Data Center. The implementation period is five (05) months.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines May 2004: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the minimum qualification criteria stated in the bidding documents.
5. Interested eligible Bidders may obtain further information from Hanoi Implementation Unit and inspect the bidding documents at the address given below from 08:00 to 11:00 and from 14:00 to 17:00, regular working weekdays, starting from July 13, 2010 to August 27, 2010.
6. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of VND 2,000,000 (Two million Dong) or US$ 120 (one hundred and twenty US Dollars). The method of payment will be cash or direct deposit to Account number 160.10.0000.14876 for VND or 160.10.37.000.3434 for USD of the Hanoi PIU open with the Bank for Investment and Development of Vietnam (BIDV), 53 Quang Trung, Hoan Kiem District, Hanoi. The document may be directly collected at the address given below or sent by courier upon specific written request and payment of an additional non-refundable amount for US$ 50 (fifty US dollar) for overseas delivery costs or VND 1,000,000 (One million Dong) for local delivery costs by the bidder. Hanoi PIU will not be responsible for any loss or late receipt of bidding documents.
A pre-bid meeting which potential bidders may attend will be held on July 28, 2010 at 9 AM.
7. Bids must be delivered to the address below at or before 9 AM, August 27, 2010. All bids must be accompanied by a bid security of not less than USD 70,000 (seventy thousand US Dollars) or an equivalent amount in the local currency or a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below immediately after the submission deadline.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
